Project: Climate Finance Advisory Services for the Implementation of the Ireme Initiative – in partnership with GFA Consulting Group (2024-2027)
Terra Energy, in a JV with GFA Consulting Group, has been awarded a competitive tender by the Development Bank of Rwanda (BRD) to deliver technical assistance for the Ireme Initiative – Rwanda’s largest climate investment facility. This project is financed by AFD – Agence Française de Développement.
As Deputy Team Leader, Dr. Mohamed Alhaj, Managing Director of Terra Energy, is co-leading the project’s implementation alongside GFA Consulting Group. Terra Energy’s role in this project includes:
✔ Evaluating and preparing green project appraisals, ensuring alignment with climate mitigation and adaptation objectives.
✔ Developing advanced GHG quantification tools to enhance the screening and assessment of climate-focused investments.
✔ Conducting market assessments to identify and unlock the potential of new and existing climate projects.
✔ Supporting BRD in developing a climate project pipeline, enabling the mobilization of sustainable financing solutions.
✔ Delivering tailored climate finance training to BRD staff, strengthening institutional capacity in green investment structuring.
✔ Onboarding and supervising local experts, fostering knowledge transfer and building local expertise in climate finance.

Project: Technical Assistance on Energy Transition Strategy in Ethiopia, Tanzania, and Seychelles (2024)
Terra Energy’s Managing Director, Dr. Mohamed Alhaj, was contracted by UNCTAD to develop a strategy for promoting renewable energy investments in Ethiopia, Tanzania, and Seychelles. He worked closely with the Investment Promotion Section at UNCTAD to assess the renewable energy landscape in these countries, identify investment opportunities and challenges, and provide recommendations to the Investment Promotion Agencies in each country.
His role involved:
✔ Conducting desk reviews and virtual and in-person interviews with Investment Promotion Agencies and senior government officials in Ethiopia, Tanzania, and Seychelles.
✔ Developing background reports on each country, along with a comprehensive strategy paper and action plan.
✔ Identifying investment risks and formulating mitigation strategies.
✔ Organizing and facilitating in-person stakeholder consultation workshops with government representatives, the private sector, and development partners.
This project played a key role in shaping investment strategies to enhance renewable energy adoption and attract sustainable financing in the target countries.

Project: SUNNY: Sustainable Energy Systems For Refugee and Host Communities in Africa – Horizon Europe Project; HORIZON-CL5-2023-D3-02-16 (2024-2028)
Terra Energy was awarded a highly competitive $5.5 million 4-year grant from the European Commission (under the Horizon Europe Programme), with a consortium of 18 European and African institutions.
The overall objective of this project is to demonstrate the efficient implementation of renewable energy technologies to match local contexts’ needs and to improve climate mitigation and adaptation potential. These technologies will help to improve the livelihood of remote and under-served communities, especially displaced populations in Rwanda and Uganda.
Terra Energy is leading one work package and several key tasks in the project including market assessment, capacity building, technology upgrade, and leading the innovation management activities in the project.

Project: Youth Training on Renewable Energy (2024)
Terra Energy has been contracted by Qatar Charity, a global humanitarian organization, to design and implement a training program on renewable energy for youth, as part of the “Rofaqa” initiative (a program for empowering orphans in developing countries).
Within the framework of the project, Terra Energy designed and implemented the Taqatuna Bootcamp, an innovative training and mentorship program aimed at equipping African youth with essential skills in renewable energy and climate technology. This initiative aligns with our mission to empower young Africans to become changemakers in their communities. The bootcamp consisted of several virtual workshops and a mentorship phase targeting 80 orphans from Nigeria, Somalia, Burkina Faso, Kenya, and Ghana. The program was implemented between 26 February and 10 March 2024.

Project: Technical Assistance for the Youth Start-up Fund & Youth Task Force (2022 -Present)
Terra Energy’s Managing Director, Dr. Mohamed Alhaj, has been supporting the RES4Africa Foundation since 2022 in several programs focusing on youth empowerment and entrepreneurship. This includes being the chairman of the foundation’s first-ever youth task force, where he works with a team of youth leaders to advise the foundation on youth empowerment in the clean energy sector and contribute to advocacy activities. Within this role, he took part in the Africa Climate Week in Gabon (2022), COP 27 (2022), and other international events.
Moreover, since 2023, Dr. Mohamed has been assigned as a Start-Up Adviser for the foundation’s flagship program “RAISEAfrica – Renewables Accelerators for Innovative Startups and Entrepreneurs in Africa”. In his capacity as a mentor he worked with 6 companies, conducting bi-weekly sessions with them to provide guidance on business strategy, operations, business model, and fundraising.
Project: Feasibility study and business development consultancy for a novel concentrated solar power technology in sub-Saharan Africa (2023)
Terra Energy was assigned by Vector Sustainable Energy (with funding from the Innovate UK through the EnergyCatalyst fund) to conduct a feasibility study and provide business development services for a novel concentrated solar power technology. The objective of this project is to support the client in conducting a techno-economic feasibility study for a novel solar power technology and design a pilot plant for implementation. Activities conducted include desk reviews, interviews, report writing, conducting a cost-benefit analysis, and stakeholder engagement. Terra Energy is also supporting the client in accessing additional funding from various intl. funding agencies in the UK and the EU.
Project: Techno-economic feasibility study for a 200 MW solar project in an African country (2023)
Terra Energy was assigned by an intl. energy company to conduct an engineering feasibility study for a 200 MW solar PV project in an African country. The objective of this consultancy is to support the client in conducting a detailed techno-economic feasibility study for a 200 MW solar project. The study assessed land suitability, and grid connection requirements, developed a plant design, proposed equipment, and protection systems, conducted performance simulation, economic feasibility, and profitability analysis, and advised on risks and mitigation plans. By the end of the study, Terra Energy developed a comprehensive investment proposal that the client has presented to various institutional investors.
Project: Narrative report on the potential, availability, and accessibility of
renewable and solar energy in Sudan (2023)
Terra Energy’s Managing Director, Dr. Mohamed Alhaj, was assigned by the German Development Cooperation (GIZ Sudan Office) to prepare a report on the potential of solar and renewable energy in Sudan. The report prepared by Dr. Mohamed provided a comprehensive overview of solar energy potential in Sudan, the market landscape, the regulatory environment, insights on key projects, and an economic feasibility assessment.
Project: Smart financing to scale up RE and e-mobility through customer-driven business models in Africa and the role of ESCOs (2022)
Terra Energy was assigned by the Basel Agency for Sustainable Energy to conduct a comprehensive market assessment study on distributed renewable energy and e-mobility in Africa. The study aimed to identify the technologies, sectors, national and international actors, business models, and financial instruments that can influence end-customers decision-making on using and adopting on-site sustainable energy solutions that already are available in Africa. This project focused on energy services companies (ESCOs) and servitization business models.
Terra Energy’s role was to conduct desk reviews, market analysis, draft interview questions, and conduct interviews with government and private sector representatives, analyze and validate results of the economic analysis, and provide recommendations on optimum interventions by intl. donors in the selected markets.
Project: Consultancy services to conduct a market assessment, stakeholder analysis, and consultation for the Sudan small-medium enterprises catalytic fund – in partnership with Tekno Consultancy (2022)
The objective of this assignment was to advise the AECF and kFW on establishing a catalytic fund for SMEs in Sudan. Terra Energy’s Managing Director, Dr. Mohamed Alhaj, was assigned to co-lead this assignment in collaboration with Tekno Consultancy (one of Sudan’s largest consultancy firms). As the Technical Team Leader, Dr. Mohamed was responsible for conducting a comprehensive market assessment of the SME landscape (in renewables, agribusinesses, and technology sector, analyzing the legal and regulatory framework of SMEs, assessing the financing environment for startups and SMEs, identifying stakeholders, financing needs, capacity gaps, and, conducting a comprehensive stakeholder consultation exercise with key stakeholders in the SME sector in Sudan, with a specific focus on youth to identify market gaps that can be filled by the AECF SME proposed Catalytic Fund as well as identify the funding needs of the sector(s).
At the end of the project, he led the team that drafted the final report which included recommendations for establishing this fund. In March 2024, the AECF and kFW announced the formal establishment of this fund in Sudan (under the name “Sudan SME Catalyser“).
Project: Policy memos on the desalination market in Africa (2022)
